Safety and conformity duties depend on what is supplied, how machines are combined and how the equipment is installed and used. This guide supports project planning but does not replace competent legal, engineering or site-specific assessment.

Separate supply, integration and use responsibilities
For Great Britain, the current government guidance on the Supply of Machinery (Safety) Regulations 2008 explains requirements that apply before machinery is placed on the market or put into service. The Health and Safety Executive’s PUWER overview describes duties on people and organisations that own, operate or control work equipment. The applicable route and documentation must be confirmed for the actual supply, territory and project.

Define intended use and foreseeable misuse
Document the approved products, cartons, loading method, operator tasks, cleaning method, maintenance interventions, production environment and line interfaces. Consider foreseeable actions such as reaching to correct a carton, clearing a jam, replenishing a magazine, bypassing a slow process, accessing a glue system or restarting after a blocked conveyor. The risk assessment should inform the design and operating procedure rather than being written after the layout is complete.
- Identify danger zones during normal production, setup, changeover, cleaning, fault recovery and maintenance.
- Define the safe state and isolation method for mechanical, electrical, pneumatic, thermal and stored-energy hazards.
- Plan guard doors, fixed guards, interlocks and viewing so routine work does not encourage unsafe access.
- Confirm emergency-stop and protective-stop behaviour across connected equipment.
- Provide safe access for cartons, leaflets, glue, change parts, rejects and maintenance tools.
- Include noise, hot surfaces, sharp carton edges, slips, leaks and manual handling where relevant to the real installation.
Treat line integration as a safety interface
When upstream and downstream machines are connected, the project must define the common emergency-stop response, restart prevention, mode selection, access between guards, conveyor movement, accumulation pressure, fault propagation and responsibility for the final assembly. A cartoner that is safe as a stand-alone machine may need additional measures when product transfers or shared access create a new hazard.
